Warp core stabs are effective to a certain extent, but only assuming your potential assailant has less points of scrambling strength than you have of stab strength, as it were.
There comes a point when fitting more stabs will bork the rest of your setup so much that you can't fight properly anyway, and with the upcoming stab nerf in Kali 1, they'll really ruin your ability to NPC effectively.
This of course leaves you with 2 options:
1 - ECM. If your enemy can't lock you, they can't scramble you. You can escape unharmed.
2 - Fit to fight. In my opinion, this is a better option. Even if you lose, at least you can say you had fun. If you win, or put up enough of a fight to scare your attacker off, they migh think twice about engaging you a second time.
As a beginner, I'd recommend this setup:
Highs - 5 x Light Neutron Blasters (best named)
Mids - Web, Microwarp drive, 7.5km warp scrambler if you plan to fight, best named multispecral ECM jammer if you plan to run.
Lows - 1600mm rolled tungsten armour plate, magnetic field stabiliser, energised adaptive nano membrane, armour explosive hardener (or swap the EANM and hardener for rat-specific hardeners) and a small or medium named armour repairer, depending on how much grid and CPU you have left.
Fill your drone bay with medium drones and have fun.

Don't even think about number 2. Ratting setups are usually **** poor PvP setups. That and the fact that you only have 300k skill points means that you might as well eject and try and save your pod if you get caught.
I ma not saying that you can't PvP, but you will need to specificaly setup for it. Extra skill points will give you the ability to make much better multipurpose setups. Right now, concentrate on making your bankroll fat so when you do start to pvp, you can absorb some losses easily before you get the hang of it.
